Abstract
" No foreign fishing vessels shall be allowed to fish in Kuwaiti territorial waters without a licence issued by the Directorate of Fisheries Resources of the Ministry of Public Works" (art. 1). "Anyone violating the provisions of this Decree shall be subject to the penalties as established by Law" (art. 2).
