Abstract
This Regulation consisting of 21 articles divided in V Chapters aims at (i) establishing an appropriate system to control the transport and disposal of industrial effluents in safe environmental ways that prevent direct and indirect effects that are harmful to the public health, safety and well-being; (ii) establishing a database about quality, quantity and sources of industrial effluents; (iii) determining procedures for the transfer of liquid industrial waste to be met by the producer, the carrier, and the disposal facility for industrial effluents; (iv) providing a monitoring system for trucks control by satellite; (v) providing an automated system for registering companies that are qualified for the transfer of industrial effluents; and (vi) reducing the environmental pollution resulting from the dumping of industrial effluents in other than designated sites. Responsible body shall be the Environment Public Authority (EPA) and the related departments. The EPA Director shall form a Committee, which main tasks are qualification and classification of the industrial liquid waste transport companies, setting the conditions and controls required for companies classification, studying the most common violations, and making recommendations to withdraw the license or temporarily suspend the license.
The Regulation establishes that (i) it is possible to transfer industrial effluents from any source only through the qualified carrier; (ii) the carrier can transfer only the quality of the liquid wastes classified for transport; (iii) the carrier is committed to installing a system-tracking GPS to track the operation from the industrial effluent site to the disposal site; (iv) the competent department is responsible for following up the treatment of the statement of the transfer of waste from the stage of production until the stage of receiving and processing it; (v) the competent administration has the right to withdraw the carrier's certificate of qualification.
The Regulation includes an Implementation mechanism which lists the different steps to be followed together with a model of a metal plate affixed to the tanks from the outside to clarify its contents.
The V Chapters are entitled as follows I. Objectives and definitions; II. Transportation of industrial effluents; III. Requirements and commitments related to the transport of industrial effluents; IV. Procedures for working in the field of industrial effluents; and V. Sanctions.
