Abstract
This Regulation consisting of 26 articles deals with production, propagation, import, sale, marketing and distribution of seeds, tubers and seedlings in the State of Kuwait. Responsible body is the Public Authority for Agriculture Affairs and Fish Resources. The Chairman of its Board of Directors establishes a Committee for seeds, tubers and seedlings with the main tasks of (i) developing the related regulations and special policies; (ii) defining international standards for all matters related to seeds and seedlings, whether for production, propagation, import, export, sale or marketing; (iii) adopting and registering all varieties of seeds, tubers and seedlings; (iv) supervising the breeding of pure seeds and seedlings and develop the necessary specifications and regulations; and (v) granting licenses to farmers producing seeds to carry out breeding steps in compliance with the rules provided for in art.5.
The Regulation also establishes that (i) to set up stations for sifting, cleaning, processing or preparing locally produced seeds it is necessary the authorization of the competent Authority (the Plant Research and Nurseries Department) and these activities take place under its supervision; (ii) must be respected technical conditions and instructions for examining samples and ascertaining their quality; (iii) import rules must be followed, in particular regarding the agricultural quarantine, as well as trading procedures; and (iv) the Authority is entitled to inspect all imports of seeds, tubers and seedlings by its employees.
