Kuwait Integrity and Anti-Corruption Strategy (KIACS) 2019 - 2024.

This Kuwait Integrity and Anti-Corruption Strategy (KIACS) is a nationwide multi-sectoral document based upon the principles and objectives of the Kuwaiti Constitution aiming at promoting values of integrity and anti-corruption in the public and private sectors and the society at large, thereby contributing to sustainable development to realize the Vision of a new Kuwait built on trust and the respect for principles of transparency, accountability and Law sovereignty and the participation of all parties in renouncing corruption. The KIACS is built on 4 main themes, each of which has an overall strategic goal that is subject to monitoring and evaluation. The themes and the concerned strategic goal are (1) the public sector, to protect the integrity of the sector and develop the efficiency and effectiveness of the public services to be delivered in a transparent and accountable manner; (2) the private sector, encouraged at promoting integrity and fight corruption; (3) society, aiming at enabling the society to contribute to building a culture that promotes integrity and anti-corruption; and (4) specialized bodies, to enhance their efficiency and effectiveness with a focus on promoting integrity and combating corruption. The Strategy is based on 5 principles (1) National Sovereignty: any national strategy that wishes to succeed must align with the country’s needs and priorities, as well as its political, economic, social, and cultural environments, and with its constitution and legal and institutional systems, (2) Engagement: the strategy should, on all levels and at its stages, consider, embody and take advantage of the contributions of as many stakeholders as possible (3) Broadness in Scope, (4) Practicality, and (5) Responsibility: everyone is responsible for promoting integrity and eradicating corruption, though the levels of responsibility vary according to each participant’s specific roles and duties.
