Law No. 21 of 1995 concerning the establishment of Environment Public Authority (EPA) as amended by Law No.16 of 1996.

This Law establishes the Kuwait Environment Public Authority and provides it with its mandate, jurisdiction and powers. The Law consists of 21 articles. Article 3 specifies Authority’s powers and duties related to environment protection, and the main ones are: develop and control public policies, strategies and action plans for the protection of the environment, in order to achieve sustainable development; prepare, implement and supervise both short and long term integrated action plans; set out environmental standards for the quality and prepare the legal framework; support research and environmental studies, including the international and regional conventions, concerned with the environment; identify problems caused by environmental pollution and develop a comprehensive plan to address environmental disasters; and support environmental services in the community. Articles 4 and 5 deal with the Supreme Council, its duties, constituent members and General Director.
Articles 6-8 deal with the Board of Directors, its duties and constituent members.
Articles 10-14 indicate measures to be taken by the Supreme Council, General Director or the Board of Directors in case of breaking the terms of the Law.
Articles 15 and 16 concern the budget of the Authority.
