Ministerial Resolution No. 31 of 2025 regarding supporting the promotion of local agricultural products in cooperative societies.

This Resolution, comprising 13 articles, establishes the requirements that cooperative societies must adhere to when promoting local agricultural products in their markets. The main provisions are as follows (i) cooperative societies must purchase at least 75% of agricultural products locally, depending on production availability. Purchases must be made through daily auctions at approved outlets using computerized invoices. A staff representative, preferably a Kuwaiti, is appointed to attend auctions and make purchases; (ii) 30% of the total area in central markets must be allocated for the Kuwaiti Farmers Union to display local agricultural products; (iii) the association covers the daily cost of local agricultural products purchased from approved outlets. If losses exceed 5% of weekly purchases, it indicates an incorrect purchasing policy; (iv) the association sets a fixed profit margin on its purchases of agricultural products, not exceeding 20%; (v) local agricultural products are exempted from all requirements and restrictions imposed by cooperative societies on other products; (vi) hygiene and quality standards are required in displaying agricultural products, and they must be protected from mold, which could threaten consumer health; (vii) the association's administrative supervisor must review direct purchase invoices daily, monitor them through points of sale, and ensure the association's compliance with this Resolution; (viii) a joint committee shall be formed from employees of the Ministry of Social Affairs and the Ministry of Industry and Trade, headed by a cooperative supervisor, to monitor the implementation of this Resolution, ensure that cooperative societies comply with the relevant legal conditions and controls, and submit a periodic report.
