Abstract
This Resolution consisting of 17 articles establishes that the Environment Protection Authority (EPA) shall prepare and follow up the execution of a National Plan for Marine Environment Management based on the elements built in the following stages (i) stages before pollution occurs; (ii) the stage when the marine pollution occurs and the fight against it; (iii) the stage of elimination of the effects of pollution; and (iv) the registration stage of marine pollution results, damage assessment, and reporting. The Ministry of Transportation will assume the task of presiding over the Plan to Combat Marine Pollution through the establishment of a special committee.
The Regulation establishes also that every ship that transports oil in the territorial waters of Kuwait must keep a register on which all operations are recorded. The person in charge of the ship that transports oil must inform the authorities responsible for any accident that occurs in the sea, specifying the details contained in art.5. The maritime department of the Ministry of Transportation is responsible for checks on Kueitian and foreign ships within the territorial waters of Kuwait. The Environment Protection Authority, in coordination with the Ministry of Communications and the Kueitian Port Authority, issues permits for the construction and management of infrastructures for the reception of polluting substances in commercial ports. As regards the export of oil, permits are issued by the Environment Protection Authority, in coordination with the Ministry of Transportation and the Kuwait Petroleum Corporation.
