Abstract
These updated Nationally Determined Contributions is a nationwide sectoral document aiming at (i) ensuring the country transit to a low-emissions carbon-equivalent economic system; (ii) developing a framework for legislation and laws in the areas of mitigation and adaptation climate change based on the expectations of national future emissions according to business as usual patterns for the period between 2015-2035. The strategies adopted to achieve the NDC's targets are (i) avoiding of greenhouse gas emissions; (ii) adapting with the adverse effects of climate change; (iii) adapting the legislative sector; (iv) ensuring the process of planning and implementation.
Regarding food security, the NDC reiterates the principles provided by the laws to prevent fishing in Kuwait s bay to maintain biodiversity and fish stocks and that ban fishing of some species of fish and shrimp in the territorial waters, allowing it only in specified seasons to prevent the depletion of fish stocks.
To make fisheries more productive and sustainable, the document aims at establishing a regional database and information center to support fisheries management.
To increase the resilience of livelihoods to disasters, the proposed interventions are (i) avoid the increase in greenhouse gas emissions (particularly in the energy sector) by adopting the circular carbon economy principle (emission reduction, decarbonization, and carbon reuse) in development projects and plans among the sectors most contributing to greenhouse gas emissions; (ii) creation of terrestrial and marine nature resources (EPA); (iii) development and implementation of water resources programs; (iv) building desalination plants; (v) rationalization of water consumption using modern techniques; (vi) wastewater re-use from wastewater processing stations; (vii) establishment of an electronic environmental control information system for marine life; (viii) coastal zone management program (EPA).
As for Governance, Kuwait needs the availability of technological and financial support and build national capacities and mechanisms included in the framework agreement such as technological mechanisms consisting of the Technology Executive Committee (TEC) and the Climate Technology Centre & Network (CTCN), as well as the Green Climate Fund (GCF).
