Proclamation by the Governor of Kuwait of 12 June 1949.

The Governor of Kuwait hereby declares that the seabed and the sub-soil lying beneath the high seas of the Persian Gulf contiguous to the territorial waters of Kuwait and extending seawards to a point as to be decided later after consultations with neighbouring states, shall appertain to Kuwait and shall be subject to its exclusive jurisdiction and control. Noting in this Proclamation shall affect waters in these zones to be considered as high seas or affect fishing and traditional pearling rights in such waters.
