Resolution No. 1 of 2023: A Reso on the Constitution and Regulation of the Permanent Technical Advisory Committee to the Water Resources Council.

This Resolution consisting of 9 articles aims at establishing the Permanent Technical Advisory Committee of the Water Resources Council, headed by the Minister of Electricity and Water Affairs, and composed of high-ranking officials, primarily undersecretaries, from key ministries including Agriculture, Oil, Environment, Finance, Public Works, Health, Industry, and Commerce, alongside representatives from the Electricity and Water Authority, the Supreme Council for Environment, and an academic expert in water resources. The Committee's main competencies include providing technical support to the Water Resources Council for formulating, coordinating, prioritizing, and monitoring water policies, strategies, and plans, as well as reviewing and updating relevant legislation, overseeing inter-agency cooperation on Council decisions, and monitoring the implementation of the National Water Strategy in alignment with the GCC Unified Water Strategy (2016-2035). The Committee chairman can establish temporary work teams, sub-committees, or units to monitor the implementation of initiatives, activities, and projects within the National Water Strategy, including developing a monitoring mechanism, indicators, and reports, in coordination with relevant entities. The Committee shall submit its recommendations and study findings within its designated areas of specialization to the Water Resources Council for approval or any action the Council deems appropriate.
