Abstract
This Resolution, comprising 8 articles, regulates falcon ownership by stipulating that (i) falcons must be registered under the owner's personal information strictly for personal use, with no commercial transfers allowed; (ii) each falcon must be implanted with a single ISO-compatible microchip by an authorized veterinary hospital, placed subcutaneously in the chest area; and (iii) any transfer of falcon ownership or data changes during international travel require prior notification and approval from the relevant authorities, with possession or transport permitted only by the owner, an authorized representative with legal authorization, or with environmental authority-issued crossing documents valid for three years. The Resolution also outlines procedures, requirements, and fees for issuing a Falcon passport.
The Resolution includes Falcon Passport Instructions and Guidelines, requiring Falcon owners to comply with local, regional, and international laws on Falcon ownership, including EPA Law No. 42 of 2014 and the CITES agreement. Passport applicants must provide detailed information on the falcon, including species, sex, microchip and ring number, CITES certification, and owner information. Only microchipped falcons qualify for passports, which confirm ownership, are issued within two weeks of a complete application, and are valid for three years. The EPA may revoke a passport if false information is provided, seize a falcon involved in violations, and apply penalties. Additional rules prohibit the release of falcons into the wild in Kuwait without EPA approval, forbid the disposal of falcons abroad during travel, and require EPA authorization for non-owners to transport falcons outside Kuwait. Passport holders may travel with falcons in countries that recognize CITES-approved passports.
