Abstract
These Regulations address air pollution across multiple sectors, including oil and gas, and mandate that all facilities comply with established emission limits. They cover a broad range of environmental controls, including (i) continuous monitoring and evaluation, with strict adherence to standards, inspection protocols, and licensing requirements; (ii) a ban on the emission or leakage of air pollutants, alongside specific obligations and conditions for facilities; (iii) restrictions on establishments that generate harmful noise affecting surrounding communities; (iv) implementation of the National Plan for the Elimination of Ozone-Depleting Substances; (v) regulations governing the import, export, and re-export of substances, mixtures, alternatives, or recycled materials covered by international agreements on ozone-depleting substances; (vi) controls on the manufacturing and importation of devices, equipment, and products containing such substances; (vii) management of the national Halon bank; (viii) restrictions on the import, export, or manufacture of controlled substances listed in Annexes B, C, and E of the Montreal Protocol; (ix) technical requirements for the repair and maintenance of equipment containing controlled substances; (x) rules for the disposal of containers, cylinders, and waste materials containing controlled substances. Several annexes to the Regulations provide detailed emission standards and technical specifications.
