Abstract
This Resolution consists of 16 articles divided into IX Chapters. Chapter II deals with (i) the standards of animal welfare practices that need to be issued by the competent Authority; (ii) cruelty to animals, listing in detail the actions that are forbidden to carry out against animals and that are punished by law. Chapter III regards the duties of the animal's owner, including the lawful ways to push him to move and the skills that the owner must have to interact with him. Chapter IV contains the requirements for establishing animal installations, as well as for organizing exhibitions, competitions, and animal trade. Chapter V concerns the responsibilities and duties of the people authorized to enter the animal installations, both public and private, for inspections. Chapter VI deals with the rules for the transport of the animals, providing that it must be accomplished by means authorized. Chapter VII regards the use of animals for scientific purposes. Chapter VIII concerns the disposal of animals, admitted only in cases of extreme necessity, avoiding any cruel practice or one that could cause physical or psychological suffering to the animal.
