Abstract
Agricultural Development Program for 2013–2020 (Agribusiness-2020) is a multisectoral nationwide policy document with a goal of creating conditions for improving the competitiveness of the subjects of agro-industrial complex of the Republic of Kazakhstan.
Objectives of the Program shall be as follows: (a) financial recovery of the agro-industrial complex; (b) increasing economic accessibility of goods, works and services for the subjects of agro-industrial complex; (c) development of state support system for the subjects of agro-industrial complex; and (d) increasing the effectiveness of systems of state regulation of agro-industrial complex.
Target indicators: (a) the volume of state support for agriculture ("yellow basket" according to WTO qualification) to 10% of agricultural GDP; (b) reduction of debt burden of agricultural sector due to reduction of current interest rate in the course of restructuring of loans by 300 billion tenge by 2015; (c) decrease of coefficient of threat of spread of quarantine and particularly dangerous harmful organisms to 0,88 by 2020; (d) increase of share of food products subjected to monitoring laboratory tests up to 0,4% by 2020; (e) additional 6,8 million hectares of irrationally used agricultural land put into circulation by 2020; and (f) the share of public services converted into electronic format, 62% by 2015.
The strategy in the sphere of crop production implies, first of all, diversification of production, increasing of agricultural output by transition to scientifically grounded moisture-resource-saving technologies of crops cultivation, ensuring rational use of agricultural land, involving new and currently unused land into agricultural turnover. Particular attention will be paid to the development of grain production infrastructure, because grain crops occupy the largest share in the structure of agricultural exports. The problem of shortage of elevators and grain carriers will be solved by creating and expanding capacities for grain processing and storage, as well as its transportation. In the livestock sector there will be continued work on increasing the export potential of beef and encouraging agricultural producers to develop beef cattle breeding. Work on development of breeding base and improvement of genetic potential of livestock and poultry will be continued, including through the import of breeding animals for further reproduction. A set of measures stimulating development of distant-pasture cattle breeding, including sheep breeding, will be adopted to develop traditional livestock sectors. Measures will also be taken to develop fodder production and restoration and watering of degraded pasture land. In order to increase commercial fish production as a priority direction of fishery development there will be taken measures of state support for domestic producers of aquaculture products. Measures will be implemented to further saturate the market with foodstuffs of domestic production through the development of logistics for storage and delivery of products to consumers, the creation of points of procurement, processing and storage through the cooperation of agricultural producers. In order to stimulate agricultural producers to carry out activities aimed at increasing the yield and quality of crop production it is supposed to implement state support aimed at improving the economic availability of mineral fertilizers and herbicides. In order to reimburse the costs of water users for received services of water supply for irrigation of crops, within the approved limit of water use, the state support to agricultural producers will be continued.
