Abstract
The Concept of Family and Gender Policy is a multisectoral policy document, which provides a comprehensive approach to integrating the principle of equality between women and men in policy documents in all areas and at all levels of decision-making and implementation. The state family policy is an integral part of social policy of Kazakhstan and represents a system of principles, assessments and measures of organizational, economic, legal, scientific, information and personnel support aimed at improving the conditions and quality of life of the family. Over the years of implementation of the gender strategy, positive trends have been achieved in the empowerment of men and women in marital and family relations. With a view to creating opportunities for reconciling family obligations with employment, labour legislation has enshrined provisions on the rights of parents to flexible forms of employment and parental leave. Norms, strengthening the specifics of regulating the work of women, pregnant women and women with a child (children), have also been reflected in the legislation.
Women's economic opportunities are expanding. By the joint efforts of the National Commission for Women and Family-Demographic Policy and the authorized state bodies in the country was formed a dynamic sector of female entrepreneurship. Women's entrepreneurship covers wholesale and retail trade, where their share is 60.5% of the total number of such enterprises, 61.1% provide real estate operations, 21.1% - in agriculture. Today, the development of women's business is carried out through the state programs "Employment Roadmap 2020", "Business Roadmap 2020", as well as various programs of international financial institutions and the Damu Entrepreneurship Development Fund.
Gender equality is complied with when receiving technical and vocational education, as well as when entering higher education institutions on a competitive basis in accordance with the state educational order.
At the present stage of development, for Kazakhstan as a multi-ethnic and multi-religious state, in which the principles and values of the spiritual and moral traditions of other nationalities are recognized, it is important to determine the principles and approaches of family policy. The institution of the family in Kazakhstani society is formed not only under the influence of its own socio-cultural, economic and political conditions, but also under the influence of a number of external factors characteristic of the era of the information society. The Kazakhstan approach implies the creation by the state of conditions for expanding the opportunities for the independent development of the family and overcoming the family's difficult life situations by achieving gender equality in family relations. A necessary condition is the building of truly equal relations between a man and a woman, not only at the public level in the field of labor relations, but also in the private sphere within a single family.
The implementation of family policy in the Republic of Kazakhstan will be carried out on the principles of: 1) equality of rights, opportunities and obligations of spouses in the performance of family functions; 2) the availability of conditions for the best functioning of the family; 3) the independence of the family in making decisions regarding their lives; 4) the responsibility of the family for the upbringing, education and development of the personality of the child (children) and the preservation of his health; 5) partnerships of the family, society and the state; 6) targeting and inclusion in the implementation of state family policy, taking into account the needs and needs of families; 7) zero tolerance for all types of domestic violence; 8) intolerance to immoral behavior in society.
The modern state policy of Kazakhstan, aimed at achieving equality of women and men in society, is aimed at overcoming all forms and manifestations of gender discrimination, creating political prerequisites and the necessary social conditions for the fullest realization of the abilities of women and men in all spheres of labor, social and personal of life. Implementation of gender policy in the Republic of Kazakhstan will be carried out on the principles of: 1) ensuring equal use of all economic, social, cultural, civil and political rights, regardless of gender; 2) non-discrimination, gender asymmetry in state and public life; 3) the formation of gender identity and the eradication of gender stereotypes in society.
The goals of state family policy are to support, strengthen and protect families, create the necessary conditions conducive to the physical, intellectual, spiritual, moral development of families and their members, and protect motherhood, fatherhood and childhood. The goals of the state gender policy are to achieve equal rights, benefits, duties and opportunities of men and women in all spheres of society, to overcome all forms and manifestations of gender discrimination.
To achieve the goal of state gender policy, it is necessary to provide the following tasks: 1) improving legislation in the field of gender policy, as well as bringing it into line with international standards, recommendations of the UN, SDGs and OECD; 2) the creation of mechanisms and conditions for effective planning and coordination of actions of central and local authorities on the implementation of gender policy; 3) ensuring 30% of the representation of women in executive, representative and judicial authorities, state, quasi-state and corporate sectors at the decision-making level; 4) providing conditions for increasing the proportion of women owning a tangible asset (land, property, enterprises, individual entrepreneurs, etc.); 5) expanding women's participation in the economy through the creation of equal access to the labor market, financial and other resources; 6) the provision of targeted support to women in rural areas through mechanisms for the development of female entrepreneurship; 7) ensuring scientific and methodological support of family and gender policies and continuous universal gender education of the population; 8) ensuring conditions that affect the reduction of the gender gap in the average wage of men and women; 9) examination and assessment with a view to introducing gender approaches into the system of state and budget planning and taking them into account when developing normative legal acts aimed at ensuring equal rights and equal opportunities for men and women; 10) increasing the participation of women in ensuring peace and security. Support will be given to women's economic empowerment through the promotion of employment and entrepreneurship, including in sectors of the economy in which men are traditionally employed.
