Abstract
Concept for Kazakhstan's entry into the ranks of the 30 most developed countries in the world is a nationwide policy document, a strategy approved by the President of the Republic of Kazakhstan. The country sets the goal of entering the top 30 most developed countries in the world by building a development strategy that allows flexible response to negative trends and extraction of the maximum benefit from favorable world changes. The most significant global and regional trends for Kazakhstan are demographic changes, economic globalization, economic growth in developing countries, accelerating technological progress, changes in the global balance of energy consumption, and climate change.
Population growth will lead to an increase in demand for food, water, and energy. This opens up new opportunities for Kazakhstan, which has great potential to meet the growing demand of the world economy for raw materials and agricultural products. The high rates of economic growth in developing countries, the increase in the share of the middle class in them and the accompanying increase in the consumption of durable goods (in particular, personal vehicles) will ensure a stable demand for the export of raw materials and agricultural products from Kazakhstan. The development of high-tech areas of production and agriculture will allow Kazakhstan to win its niche in the implementation of international economic relations.
The new stage of technological development will be characterized by the emergence of radical innovations. As a result, changes are expected in all fields of socio-economic development. Among such changes are the transition to the use of renewable energy sources, the replacement of metals with new materials, automation of production processes, genetic engineering, the widespread use of artificial intelligence, space technologies, as well as intelligent resource-saving systems in agriculture. In the long term, the transition of developed countries to a new stage technological development will negatively affect the dynamics of exports of raw materials and low value added products from developing countries, including from Kazakhstan. In the long term, the greatest risk for Kazakhstan will be the shortage of water resources, which will limit the development of industries that require high water consumption, in particular, the mining and metallurgical complex and coal energy. The country's domestic needs for electricity will be met by renewable energy sources. Clean energy and high environmental standards will ensure the country's resilience in the face of the growing risk of global climate change.
Kazakhstan in 2050 will be among the 30 most developed countries in the world in terms of income of citizens and the quality of life of the population, with a productive and sustainable economy. This involves meeting the basic human needs for a clean environment, affordable and high-quality education, health care and creation of opportunities for creative self-realization and highly productive work. Economic growth will be based primarily on long-term growth in labor productivity, capital and resources, diversification of production and exports, and a developed business sector in the country.
Improvement of public health will be solved through: (a) maintaining a favorable environment; (b) promoting a healthy lifestyle; and (c) improving the healthcare system. The development of the system of social protection of the population will be carried out through: (a) modernization of the pension system; and (b) ensuring social protection of vulnerable segments of the population. Farmers will get direct access to the market for agricultural products without intermediaries by uniting them around large trade and sales networks based on long-term contracts. Such a mechanism will minimize the risks for both buyers and manufacturers, will contribute to the introduction of food quality standards. In order to reduce the risks of private financial companies entering the agricultural sector a state system of guaranteeing and insuring credits will be introduced.
