Abstract
Strategic Plan of the Ministry of Agriculture for the period of 2020-2024 is a multi-sectoral policy document related to agricultural development and agricultural land management. The mission is to create conditions to improve the competitiveness of agribusiness, land management through the effective formation, coordination and implementation of public policy. The vision is to establish competitive agro-industrial complex and sustainable land resources.
Strategic Plan of the Ministry of Agriculture for the period of 2020-2024 sets forth the following priorities: (a) Strategic direction 1. Increasing the efficiency of agro-industrial complex production Priority 1. Increasing the availability of financing for the agro-industrial complex by increasing the amount of funding, as well as by redistributing subsidies from less to more effective subsidies to attract investment, ensuring stability of state support of agriculture and transparency of subsidizing based on the principle of publicity of applications for subsidies. Establishment of the facts of non-fulfillment of reciprocal obligations will entail a restriction on receiving state subsidies for 1 year. Measures of state support of the agro-industrial complex will be equally available to all subjects of the agro-industrial complex, regardless of gender. Priority 2. Ensuring accessibility of markets and the development of exports. In order to create a unified system of export support and favorable conditions for domestic producers, as well as the reorientation of the national agricultural enterprises to new export markets will be: (a) instituted a register of export markets, products and requirements of importing countries when exporting agricultural commodities based on a digital portal; (b) promoted removal of trade barriers and opening of external markets, including EAEU; (c) attraction of investments, including transnational investments; (d) creation of favorable investment environment; and (e) stimulation and promotion of organic production. Priority 3. Ensuring the development of agrarian science and education, technology transfer and the level of competence of the subjects of the agro-industrial complex aimed at innovative development of agro-industrial complex. Priority 4. Increasing the effectiveness of state control and supervision with a view of ensuring veterinary security, measures will be taken to strengthen and increase the effectiveness of the veterinary system, taking into account the main provisions of the recommendations and standards of the World Organization for Animal Health, sanitary and phytosanitary measures of the World Trade Organization, the EAEU and other international organizations involved in veterinary issues, including international experts. Veterinary security will be ensured through systemic diagnostic, preventive and eradication measures based on the principles of analysis, assessment and risk management, taking into account the zoning of the country, increasing the use of veterinary diagnostic and immunoprophylactic drugs that meet international standards. Priority 5. Improving the quality of public services and ensuring the implementation of digital technologies in the agro-industrial complex aimed at innovative development of agro-industrial complex through involvement of IT-technologies and digitalization of agriculture. Priority 6 in the field of land management shall be providing information on the qualitative state of land to improve soil fertility, the calculation of taxes, lease, sale of lease rights and cadastral value of land.
