Decree No. 1 of the Ministry of Ecology, Geology and Natural Resources validating the Regulation on technical specific emission standards, including for mobile sources of emissions of pollutants into the atmosphere.

This Decree validates: (a) Technical specific standards of emissions into the environment at by production facilities manufacturing alumina by the method of series-parallel variant Bayer process according to Annex 1; (b) Technical specific standards of emissions into the environment during by production facilities in the process of manufacturing ferroalloys in accordance with Annex 2; (c) Technical specific standards for environmental emissions for electric power plants of block type with direct-flow cooling system of condensers in accordance with Annex 3; and (d) Technical specific standards for environmental emissions in the process of aluminum manufacturing by the electrolysis method according to Annex 4. Technical specific emission standards - values of emissions into the environment of emissions per unit of product output determined on the basis of the capability of specific technical means at costs acceptable to the economy of an enterprise. This Decree establishes requirements for emissions of enterprises in the Republic of Kazakhstan, formed in the process of obtaining certain products or services in all cycles for the enterprise as a whole, taking into account the minimization of the impact on the environment. On the territory of the Republic of Kazakhstan shall be authorized location of aluminum production by the Bayer process, which ensures technical specific standards of emissions into the environment not exceeding standards for environmental emissions established by this Decree.
