Abstract
The Concept defines the vision for the further development of rural areas in the medium term, as well as the basic principles and approaches to the implementation of public policy in accordance with national priorities. This document systematizes and summarizes all measures and tasks aimed at the development of rural areas. Concepts used in this policy document: (a) rural areas – a set of rural settlements and adjacent land; (b) rural area – a set of rural settlements; (c) supporting rural settlement - a comfortable rural settlement in which infrastructure is created to provide government services and social benefits to the population living there and residents of adjacent (satellite) rural settlements, together constituting a rural cluster; (d) rural cluster – a set of rural settlements, consisting of a core village and satellite villages surrounding it; and (e) border territories - territories of administrative-territorial entities and settlements located at a distance of up to 50 km from the state border of the Republic of Kazakhstan.
The activities of local government bodies make it possible to implement one of the basic principles of management - providing conditions for self-organization of the population. The implementation of sustainable development tasks should be carried out on the basis of using the comparative advantages of rural areas, searching for “points of growth”, identifying and supporting priority areas of development, improving the mechanism of financial support and developing the own income base of regions and rural districts. At the same time, in some individual regions there may be several types of rural areas within one region.
The Concept envisages accessibility of rural households to basic services of life support, including sanitation and water supply, including potable water supply, support for the development of small businesses, including peasant farms (smallholdings) and agricultural (consumer) cooperatives, with a view of creating new jobs in rural areas.
The main priorities for the development of the agro-industrial complex are: (a) the transition from the raw material orientation of the export policy to processed products, which will ensure qualitative growth in agriculture and incomes along the entire value chain; (b) diversification of production with the transition to highly profitable crops (including feedstuffs) and, accordingly, with the transition to the development of intensive livestock farming; (c) ensuring the country's food security through implementation of import-substituting investment projects for main types of food products; (d) industrialization of agricultural production; and (e) extension.
