Government Decree No. 863 on some issues of the Ministry of Water Resources and Irrigation.

This Decree establishes the Ministry of Water Resources and Irrigation as a government body exercising leadership in the formation and implementation of state policy, coordination of management processes in areas of control in the field use and protection of the water fund, water supply, drainage and irrigation. The Ministry has the department: Water Resources Committee subordinated to the Ministry of Water Resources and Irrigation. The Ministry performs the following tasks: (a) formation and implementation of state policy, improvement of public administration systems in the field of use and protection of water resources, water supply and sanitation within its competence; (b) coordination of the activities of central and local executive bodies; (c) implementation of state policy on international issues related to cooperation in areas within the competence of the Ministry; (d) conservation, rational use and restoration of water resources; (e) development of a system of dissemination of information and education in the field of the use and protection of the water fund, water supply, sanitation; (f) ensuring the fulfillment of international treaty and other obligations of the Republic of Kazakhstan, development of international cooperation in the field water resources management; (g) public administration and ensuring state control in regulated area; (h) preservation of the water fund; (i) leadership and intersectoral coordination on implementation of state policy in the field of use and protection of water resources, water supply, sanitation; (j) improvement of legislation in the field of water resources management; (k) improvement of the public administration system in the field of water resources management; and (l) ensuring state control in the field of water resources management.
