Government Resolution No. 394 validating the Comprehensive Plan for the Development of the Agro-Economy for 2026–2028.

The Comprehensive Plan for the Development of the Agro-Economy for 2026–2028 is designed to implement national priorities on economic modernization and digital transformation while strengthening the competitiveness of the agro-industrial sector. It highlights significant progress achieved by 2025, including agricultural output and food production increase, agricultural exports generating approximately USD 7 billion, increased use of fertilizers and elite seeds, modernization of agricultural machinery, and substantial growth in livestock production and exports. The plan’s overarching objectives are to intensify and diversify agricultural production, improve productivity and technological sophistication, and enhance national food security.
The plan establishes a range of quantitative targets for 2026–2028. These include increasing grain production from 21.7 million tonnes in 2026 to 24.3 million tonnes in 2028, expanding oilseed production to 4.5 million tonnes, achieving full scientifically justified fertilizer application by 2028, renewing 9% of the agricultural machinery fleet annually, increasing cattle, small ruminant, and horse populations, maintaining at least 70% processing rates for key agricultural commodities, raising food production to 4.5 trillion tenge, and expanding agricultural exports to USD 7.2 billion. The plan also promotes diversification away from water-intensive and monoculture crops, supports livestock development through meat-cluster initiatives, expands insurance and investment programs, and provides extensive concessional financing, leasing, and credit mechanisms for farmers, processors, and agribusinesses.
A major feature of the strategy is the integration of digital technologies and value-chain development. Planned measures include a crop traceability information system, a unified AI-based digital agriculture platform (E-APK), blockchain and QR-code livestock traceability, migration of agricultural information systems to the QazTech platform, and improved breeding-data management systems. The plan also focuses on strengthening processing industries, expanding export infrastructure through cross-border trade hubs, improving veterinary and phytosanitary systems, developing logistics and storage capacity, supporting organic certification, promoting agricultural cooperatives, and providing nationwide training programs for farmers and cooperatives. Together, these measures aim to create a modern, technology-driven agricultural economy with stronger domestic processing, greater export competitiveness, and deeper links between agriculture and related sectors such as logistics, manufacturing, veterinary services, and information technology.
