Government Resolution No. 396 validating the Concept of Social Development until 2030 and the Social Modernization Plan for the period until 2016.

Social Modernization Plan for the period until 2016 establishes the following priorities: (a) reducing poverty through an effective system of conditional social support; (b) elaboration of proposals for providing new targeted social based on social contracts and principles of mutual obligations; (c) comprehensive support for motherhood and childhood; (d) development of proposals for promoting employment of unemployed women; and (e) continuation of work for the provision of the population with high quality potable water, including construction of new water supply facilities and reconstruction of the existing ones.
Concept of Social Development until 2030 establishes the following priorities: (a) preserving and strengthening the health of pregnant and lactating women; free medical care, balanced nutrition and protection of parents' income through the social insurance system as the key to the birth of a healthy child; healthy nutrition for children will prevent possible damage to the child’s health and reduce child mortality and disability; particular attention will be paid to ensuring that health care organizations with a view of providing consultations on the care and proper nutrition of the child; and (b) with the consideration of new approaches to defining poverty, state targeted social assistance for citizens with low incomes will provide families with an income not lower than the subsistence level, provided that recipients take an active part in programs for the promotion of employment, social adaptation and activation; poverty reduction mechanisms will be based solely on personal initiative and the individual’s willingness to “break out” of the vicious circle of poverty and engage in productive work.
