Abstract
The state planning system in the Republic of Kazakhstan is a complex of interrelated elements, consisting of principles, documents, processes and participants in state planning, ensuring the development of the country for long-term (over 5 years), medium-term (from a year to 5 years inclusive) periods. State planning covers the activities of government bodies and other participants in the country's development process, aimed at increasing the level of socio-economic development of Kazakhstan, increasing the well-being of citizens and strengthening the country's security. The state planning system is based on the following principles: (a) internal balance - ensuring consistency of documents of the State Planning System with each other in terms of development goals, objectives and performance indicators; (b) efficiency - the choice of goals, objectives and outcome indicators should ensure their achievement with the least expenditure of resources; (c) human-centricity - the ultimate focus on goals, objectives and outcome indicators related to improvement of the quality of life and increasing the well-being of the population; (d) independence - ensuring sufficient independence of participants in the state planning process in choosing ways and methods of achieving goals and solving problems of the country's development within their competence; (e) responsibility of participants in the state planning process - ensuring responsibility for the ineffectiveness of solving problems and failure to achieve expected results within their competence in accordance with the national acting legislation; (f) transparency (openness) - introducing mechanisms for mandatory discussion of draft documents of the State Planning System (except for provisions containing information related to state secrets) with industry independent experts, and on the most important issues affecting public interests, with a wide range of the population; (g) realism - establishment in the documents of the State Planning System of goals, objectives and indicators, the possibility of achieving of which is justified provided the reliability of the initial parameters and the allocation of appropriate resources; and (h) continuity and consistency - the stepwise nature of the State Planning System, that is, the success of achieving the goals, objectives, and outcome indicators of higher-level documents depends on the quality and timeliness of planning and achievement of goals, objectives, and outcome indicators of subordinate documents, as well as the continuous mechanism of its functioning.
