Governmental Decree No. 178 validating the Plan for ensuring food security of the Republic of Kazakhstan for 2022-2024.

Plan for ensuring food security of the Republic of Kazakhstan for 2022-2024 is nationwide policy planning document ensuring physical and economic accessibility of foodstuffs to the population, raising manufacturing of foodstuffs, promotion of agrarian science and extension services in agriculture and ensuring quality and safety of foodstuffs.
The Ministry of Agriculture, the Ministry of Economy, the Ministry of Energy, the Ministry of Ecology, Geology and Natural Resources, the National Chamber of Entrepreneurs and the National Agro-Industrial Complex shall be the main responsible entities for the implementation of the Plan.
Responsible entities shall perform the following actions: (a) diversification in crop production, envisaging increase of areas of highly profitable crops - oilseeds, vegetables, gourds, fodder; (b) increase of irrigated land areas with the application of water saving irrigation technologies; (c) water supply to agricultural producers during vegetation period; (d) increase of livestock population and raising productivity in animal husbandry sector; (e) improvement of state support measures in agro-industrial sector; (f) ensuring supply of agricultural producers with cheaper fuel; (g) implementation of measures on import substitution on internal market of the main foodstuffs – apples, fish, sausage products, milk and dairy products – by 100 percent in 2024, and 80 percent for sugar; (h) increase of rural employment by constituting at least 25 thousand new farms through new forms of involvement into production of agricultural land and the development of new irrigated land areas; and (i) ensuring control over quality and safety of foodstuffs, including falsified and genetically modified products.
