Abstract
Fisheries development program for 2021-2030 is a nationwide policy document aimed at the increase in the provision of the population with fish products and the creation of conditions for the development of fishfarming (aquaculture), growth in the volume of fishfarming (aquaculture) products and their processing, development of domestic production of fish feed and ensuring state support for the development of fishfarming (aquaculture). In order to increase the self-sufficiency of the country's population with fish, it is necessary to implement the import substitution policy, one of the foundations of which is the development domestic fish production. The adoption of the Program will contribute to the restoration and development of the fishery economy of the country, the introduction of new facilities for the industrial production of fish, improving the conditions for their breeding and obtaining marketable fish products, which will increase the production and supply of fish products to the population of the country.
The developer of the Fisheries development program is the Ministry of Ecology, Geology and Natural Resources.
Target indicators: 1. Increasing the volume of fishfarming (aquaculture) from 6.9 to 270 thousand tons/year by 2030. 2. Increase in domestic consumption of fish products from 67 to 134 thousand tons/year until 2030. 3. Increasing the export of fish products by up to 430 million US dollars per year from 30 to 181 thousand tons/year until 2030.
To achieve this goal, within the framework of this Program, it is supposed to develop a set of measures of state support, including subsidizing the main cost components, such as the purchase of feed, fish stock material, the acquisition and maintenance of the replacement broodstock of valuable fish species, drugs, development of fish breeding and biological substantiation, as well as investment subsidies for all types of fish farms: lake-commercial fishfarms, cage fishfarms, pond fishfarms and fishfarms with a closed water supply cycle.
