Governmental Decree No. 247 validating the Concept of state youth policy of the Republic of Kazakhstan for 2023 - 2029.

The state provides young people with a wide range of tools for self-realization in terms of preferential mortgage programs, employment and entrepreneurship. Among the housing affordability and preferential lending programs, there are various programs for rental housing, preferential mortgages, as well as programs on preferential loans for young people. A civically active young generation, formed on the basis of patriotic values, will be represented at all levels of government management. Sustainable employment coupled with high incomes of young people will become the basis for the well-being of the nation. Competitive rural youth take an active part in the life of the state. Maintaining a healthy lifestyle among young people will become the norm of behavior.
State youth policy is based on the following principles: (a) priority of cultural, moral and spiritual values; (b) civic consciousness, responsibility, hard work; (c) interfaith harmony and interethnic tolerance; (d) continuity of generations, priority of family education; (e) participation of young people in the formation and implementation of state youth policy; and (f) scientific, comprehensive and consistent approach in the formation and implementation of state youth policy.
The only effective way to solve the problems of unemployment in rural areas is the policy to stimulate the creation of new jobs, which is only possible in conditions of economic growth, accelerated development of the agricultural sector. The problem of youth migration from village to city is solved by facilitating employment of young people and development of youth entrepreneurship in rural areas, carrying out professional orientation work among rural youth aged 14-18 years, as well as the development of youth initiatives in villages, also through the active involvement of the public-private partnership mechanisms.
