Governmental Decree No. 275 validating Economic Policy for the medium term.

The main postulate of the Economic Policy for the medium term will be building an inclusive economy with fair distribution of income and growth in the standard of living of citizens. Effective policy implementation will lead to increased motivation of economically active population and will allow the introduction of a new format of "social contract".
The goal of the Economic Policy is sustainable, high-quality and inclusive economic growth capable of delivering real increases in national income. The fundamental condition for the implementation of the Economic Policy will be comprehensive guarantee of the rule of law. Economic policy will be aimed at ensuring fairness and equality of opportunity to maximize the potential of all economic agents and citizens. The main principles of the Economic Policy will be: (a) guaranteeing the inviolability of private property; (b) transparency of decisions made; (c) fair competition; (d) predictability of government policy; (e) business tax integrity; and (f) social responsibility of entrepreneurs. The state will systematically reduce its presence in the economy and concentrate on creating a regulatory environment favorable to entrepreneurship.
The development policy of the agro-industrial complex will be aimed at the increase of the competitiveness of the industry through increasing labour productivity, balanced development of rural areas and agriculture, provision of domestically produced foodstuffs and increasing export of agricultural commodities. The subsidy system in the industry will be reformed through optimization types and quantities of subsidies, including the complete abolition of all types of product-specific subsidies. The new subsidy policy will be aimed at increasing labour productivity due to technological modernization and acceleration of the pace renewal of the agricultural technical park with an increase in the share of localization of domestic production of agricultural machinery. At the same time shall be ensured preferential conditions for leasing agricultural machinery and access to sales markets. The state will ensure expansion of the total irrigation area of agricultural land, construction and reconstruction of irrigation canals and reservoirs.
