Governmental Decree No. 960 validating the Concept of development of the agro-industrial complex of the Republic of Kazakhstan for 2021 - 2030.

Concept of development of the agro-industrial complex of the Republic of Kazakhstan for 2021 – 2030 is a nationwide policy document setting out the main priorities for the development of the agro-industrial complex until 2030 as follows: (a) given the significant potential of agriculture for the production of raw materials and the narrowness of the domestic market, the transition from raw focus of export policy on processed products; (b) growth of processing industries by increasing export volumes will also ensure qualitative growth of agriculture, and income growth along the entire value chain; (c) diversification of production and compliance with crop rotations, which will ensure the transition to the production of highly profitable crops, including fodder crops, and accordingly, the transition to the development of intensive animal husbandry due to intensifying explanatory work among land users, strengthening control over compliance with the requirements of land legislation, technology of distant land zoning to determine the species composition of plants in the fields, as well as by improving the agrochemical service system of agricultural production with a revision of approaches to conducting agrochemical soil surveys; (d) in the face of pandemic risks, the priority will be to ensure food security of the country for the implementation of import-substituting investment projects related to the main types of foodstuffs; (e) industrialization of agricultural production through the adoption of a set of measures to qualitative growth of the technical equipment of the agro-industrial complex, compliance with evidence-based agricultural technologies, strengthening scientific support and implementation of innovative developments, the formation of a staffing system in according to the needs of the real sector; (f) development of modern infrastructure of the agro-industrial complex, including the development of systems veterinary and phytosanitary safety; (g) procurement and storage systems for agricultural commodities; (h) development of financial and insurance infrastructure in agro-industrial sector; and (i) a catalyst for the growth of productivity and quality of agricultural commodities based on the use of reserves of vertical and horizontal integration will be the development of ecosystems in priority areas of the agro-industrial complex.
The developer of the Concept is the Ministry of Agriculture.
Target indicators shall be set out as follows: (a) the level of provision with foodstuffs (including socially significant) at least 90%; (b) an increase in the export of agricultural commodities by a huge ratio compared to 2020; (c) increase in labor productivity in agriculture by 3 times compared to 2020; (d) the share of the non-observed (shadow) economy in agriculture, forestry and fisheries economy - 0.5% of GDP; (e) an increase in the inflow of investments in the agro-industrial complex by 4 times compared to 2020; (f) wheat yield in 2030 - 20 dt/ha; and (g) the area of eroded lands in the composition of agricultural land as a percentage of the total land area in 2030 - 28.4 million hectares.
