Abstract
The Law delineates the national science and technology policy framework, emphasizing the development of the national scientific system, regulation of scientific activities, and the commercialization of scientific results. The policy aims to foster scientific advancement, intersectoral coordination, and economic promotion of science in priority sectors, guided by principles of transparency, stakeholder interaction, rights safeguarding, and integration of education, science, and production. Key measures include establishing the competence of government bodies in formulating and implementing science policies, defining priority research areas, and creating institutional structures such as the National Academy of Sciences, scientific councils, and specialized centers. The Law specifies the roles of scientific organizations, researchers, and higher education institutions, including their rights to intellectual property, participation in research projects, and funding mechanisms. It details procedures for scientific project evaluation, accreditation, and the management of scientific outputs, alongside measures for incentivizing scientific personnel through awards, scholarships, and social protections. The policy also emphasizes the importance of international cooperation, including participation in foreign projects and the regulation of scientific output transfer abroad. Implementation is structured through institutional responsibilities assigned to the President, government bodies, sectoral authorities, and local executive bodies, with mechanisms such as scientific and technical councils, expertise centers, and monitoring systems. The Law prescribes timelines for enactment, including a sixty-day period post-publication, and mandates amendments to existing academies' statutes to align with new legal standards. Enforcement provisions include penalties for violations of the legislation, ensuring compliance with the established legal and policy framework. Stakeholder involvement is facilitated through procedures for project approval, reporting, and appeals, emphasizing transparency and procedural integrity.
