Law No. 143-2 on grain.

This Law governs the issues of grain production, storage and trade. The Act consists of nine Chapters divided into 42 articles: (1) general provisions; (2) state management and regulation of grain market; (3) support of grain production and trade; (4) state grain reserve; (5) grain processing enterprises and threshing-floors; (6) regulation of grain processing enterprises; (7) liquidation of grain processing enterprises and amortization thereby of granaries and grain-elevators; (8) grain receipts; (9) final provisions. The purposes of the state regulation of grain market shall be to ensure: (a) food security; (b) grain quality; (c) maintenance of safe phytosanitary situation; (d) prevention of shortage of animal feed by supply of forage grain from the state reserves. The forms of the state regulation of grain market shall be: (a) licensing of grain storage; (b) grain certification; (c) formation of the state grain reserve; (d) state subsidies. Grain of the national origin must comply with sanitary and phytosanitary requirements. Trade, export and import of grain without grain quality certificate shall be prohibited. The state food reserve shall be composed of: (a) food grain reserve; (b) forage grain reserve; (c) seed grain reserve. Grain processing enterprises shall issue grain receipt confirming the acceptance of grain for storage.
