Abstract
This Law establishes a comprehensive legal framework for the development, regulation, and oversight of aquaculture activities within the country. Its primary focus is on promoting sustainable aquaculture through the creation and expansion of aquaculture facilities, enhancing the competitiveness of aquaculture products, and ensuring safety for human health and the environment. It emphasizes principles such as the rational use of waterbodies, balancing interests among stakeholders, and ensuring transparency and public participation in regulation. It operates within the broader legal context of the national Constitution, national laws, and ratified international treaties, with international agreements taking precedence. Key measures outlined include the development of state policies, the establishment of specialized bodies responsible for strategic planning, regulation, and monitoring, and the creation of an aquaculture information system. The Act details procedures for the allocation and management of fishing waterbodies, including the classification of waterbodies by importance (international, national, local). It specifies requirements for aquaculture subjects, including rights, responsibilities, and obligations related to biological substantiation, environmental safety, and reporting. The Act also provides for public incentives such as subsidies, credit facilities, and tax exemptions, alongside mechanisms for research, innovation, and development. Implementation is structured around institutional responsibilities assigned to designated authorities and local bodies, with timelines for transitional compliance and suspension of certain provisions until specified dates. The Act mandates the formation of registers for aquaculture entities, procedures for early contract termination, and mechanisms for state control, including preventive monitoring without visits. Enforcement provisions include penalties for violations, and secondary themes encompass procedural rules for application, documentation, and stakeholder engagement, all aimed at ensuring effective regulation and sustainable development of the national aquaculture sector.

Entry into force notes
This Law enters into force upon expiration of sixty calendar days after the day of its first official publication, with the exception of subparagraphs 7) and 8) of paragraph 1 of Article 6, which enter into force on 1 January 2027.
