This Law sets out the legal framework governing state statistical activity. It defines the key concepts used in statistics, including statistical observation, primary statistical data, administrative and alternative data, official statistical information, and national censuses. The Law applies to all relations connected with the production, processing, protection, storage, and dissemination of official statistics and aims to meet the information needs of society, the state, and the international community in a manner consistent with generally accepted international statistical standards.
The Law establishes the institutional system of state statistics, outlining the competencies of the President, the Government, the authorized statistical body, other state bodies, and the National Bank. It sets out the principles of state statistics, including professional independence, confidentiality of primary data, equal access to official statistics, methodological soundness, and data quality. Detailed provisions regulate statistical planning, national censuses, statistical registers, data sources, and the use of administrative and alternative data, as well as the rights and obligations of respondents, administrative data sources, and users of statistical information.
The Law also provides a comprehensive framework for state control and oversight in the field of statistics, including monitoring and inspections of administrative data sources and enforcement measures in cases of non-compliance or data distortion. It regulates data confidentiality, permissible data sharing, dissemination procedures, and liability for violations of statistical legislation. The concluding provisions address responsibility for breaches, compensation for harm caused by unlawful disclosure, and the repeal of earlier legislation, ensuring continuity and modernization of the country’s state statistical system in line with digital governance reforms.
