Law No. 30-VIII ZRK “On public control.”

This Law defines the scope, objectives and principles of public control, and also regulates public relations concerning organization and implementation of public control. Public control shall be intended activities of subjects of public control, carried out in the manner and forms established by this Law and other laws, aimed at analyzing and assessing acts and decisions of objects of public control for compliance with public interests. Objects of public control shall be bodies, institutions of the executive state power and local government, state institutions that are not government bodies, subjects of quasi-public sector, autonomous educational organizations, organizations performing the functions of central and (or) local executive bodies whose activities are related to public interests, as well as other objects of public control provided for by the laws of the Republic of Kazakhstan. The purpose of public control is to ensure participation of citizens in the management of state affairs. The principles of public control are: (a) legality of the activities of subjects of public control; (b) publicity, openness and transparency of the implementation of public control by subjects of public control; (c) voluntary participation of subjects of public control in the implementation of public control; and (d) independence of subjects of public control and inadmissibility of conflict of interests in the exercise of public control. This Law contains IV Chapters divided into 16 Articles. Chapter I lays down general provisions. Chapter II regards subjects and objects of public control. Chapter III establishes forms and results of public control. Chapter IV lays down conclusive provisions.
