Abstract
Master Plan for the Development of the Beef Cattle Industry in the Republic of Kazakhstan until 2020 is nationwide cross-sectoral policy document. The goals of the Master Plan shall be as follows: (a) increase in breeding stock of beef cattle breeding; (b) increase in the broodstock of a commercial cattle herd, slaughter weight of cattle for meat production; (c) construction of feedlots with developed infrastructure; (d) сconstruction of modern livestock markets; (e) implementation of information systems for animal identification, traceability of the origin of livestock products, satisfying the requirements of the meat importing countries; (f) advanced training of farmers, development of transfer of knowledge and technology commercialization systems; and (g) improvement of the regulatory framework.
The objectives of the Master Plan shall be as follows: (a) increase in the number of breeding stock of beef cattle breeding up to 350 thousand heads by 2020; (b) increase in the number of broodstock of commercial cattle to 1.8 million heads by 2020; (c) increase of the capacity of feedlots up to 350 thousand cattle stalls by 2020; and (d) creation of at least five livestock markets by 2020.
State support of beef cattle industry shall be as follows: (a) subsidizing interest rates on loans; (b) subsidizing breeding business; (c) Subsidizing production; (d) investment subsidies; (e) cattle insurance; and (f) subsidizing extension costs.
