Ministerial Decree No. 1003 validating the Regulation on formation and use of special fund at the disposal of forestry institutions.

This Ministerial Decree establishes that special fund can be formed through paid services rendered by state forestry institutions to natural and legal persons, including: (a) growing seedlings and collection of forest seeds; (b) creation of green belts, protection forests, plantations; (c) extension and consulting services, technical assistance; and (d) trade of timber originating from sanitary felling, including trade of fuelwood to the population, and secondary forest uses. Finances of special fund can be used for: (a) forest fire prevention arrangements; (b) design and survey work related to forest management; and (c) purchase of forestry machinery. Use of finances of special forest fund for purpose not related to conservation, protection, regeneration of forests, afforestation and secondary forest management shall be prohibited.
