Ministerial Decree No. 21 validating the Instruction on regulating water relations among provinces.

This Ministerial Decree regulates relations among two or more provinces that border on the same waterbody to distribute surface water resources in a manner that meets the demand of the population and industry. It does not apply to transboundary waterbodies. The regulation of water distribution among provinces shall be the competence of the state institution responsible for water relations and its basin institutions and shall be implemented through basin agreements.
