Ministerial Decree No. 558 validating the Regulation on the development of projects of natural-scientific and technical-economic feasibility studies for the creation or expansion of protected areas, as well as the adjustment of the technical and economic feasibility study.

This Ministerial Decree establishes the procedure for the development of projects of natural-scientific and technical-economic feasibility studies for the creation or expansion of protected areas, as well as the adjustment of the technical and economic feasibility study. Development of natural-scientific and technical-economic feasibility studies for the creation or expansion of protected areas, as well as the adjustment of the technical and economic feasibility study, shall be performed by specialized scientific (research) and design (design and survey) organizations under the terms of reference of the authorized body in the field of protected areas, which are responsible for the creation or expansion of protected areas, in two stages. The first stage shall be the development of a natural-scientific substantiation for the creation or expansion of protected areas. At the second stage, on the basis of the natural-scientific substantiation, approved by or coordinated with the authorized body, shall be developed for the creation or expansion of protected areas, as well as adjustments of the feasibility study. The feasibility study project shall be coordinated with owners of land plots, land tenants and local government. Projects of natural-scientific and technical-economic feasibility studies shall be subject to state environmental audit.
