Abstract
This is nationwide sectoral policy document attributing maximum priority to meat livestock breeding. It establishes that 100,000 family farms with 100-200 cattle/600 sheep will be a key element of meat livestock breeding sector. The Program will bring significant benefits to the national economy: (a) 500,000 new jobs will be created by 2027; (b) beef and lamb export revenues will be $2.5 billion by 2027 ($5 billion increase in herd book value); (c) enhancement of prosperity: industry productivity will exceed $8,000 per employee per year; (d) development of human capital in rural areas; and (e) multiplier effect on other industries in the country. Export of beef and lamb represents competitive advantage for the Republic of Kazakhstan, which reached self-sufficiency in beef and lamb in 2017.The program is aimed at crating family farms and new jobs in meat livestock breeding. The Program covers all elements of beef value chain. The model for fattening sites envisages a long-term low interest credit without subsidies. Purchasing centers shall ensure the demand for farmers’ products.
