Order 303 of the Ministry of Agriculture validating the Regulation on some issues of the pilot project on product labelling and traceability.

This Regulation on some issues of the pilot project on product labelling and traceability related to dairy products establishes a sequence of actions when conducting a pilot project on labeling certain types of dairy products in circulation in the Republic of Kazakhstan by means of identification. The purpose of the pilot project is to test the completeness, effectiveness, efficiency and sufficiency of mechanisms of labelling and traceability of certain types of dairy products by identification means in order to ensure: (a) confirmation of the authenticity of goods; (b) combating illegal import into the territory of the Republic of Kazakhstan, production and turnover of certain types of dairy products (including counterfeit production); interaction among participants in the circulation of dairy products in order to exclude the use of schemes not envisaged by the legislation of turnover and manufacturing of certain types of dairy products;(c) supervisory functions of authorized bodies in the field of veterinary, technical regulation (by agreement), sanitary and epidemiological control (by agreement); and (d) standardization and unification of procedures for recording and accounting of turnover of certain dairy products in the Republic of Kazakhstan. The participants of the pilot project are: (a) Ministry of Agriculture of the Republic of Kazakhstan; (b) participants of circulation of certain types of dairy products, including producers (exporters), importers, organizations of wholesale and retail trade; (c) universal operator of labelling and traceability of goods; (d) operators of fiscal data; and (e) participants in the tripartite memorandum between the Ministry of Agriculture of the Republic of Kazakhstan, the Operator, LLP "QR-trace". At the same time, in the process of implementation of the pilot project the aforesaid list of participants can be finalized.
