Order No. 1-HK of the Ministry of Water Resources and Irrigation validating the provisions of basin inspections to regulate the use and protection of water resources.

Water basin institutions shall perform the following tasks: (a) ensuring coordination on issues of implementation of state policy in the field of water resources management; (b) ensuring state control in the field of water resources management; (c) implementation of other tasks assigned thereto. Water basin institutions shall perform the following functions: (a) complex management of water resources; (b) supervision over the functioning of waterworks; (c) state registration and monitoring of waterbodies; (d) coordination of the plans of local government related to the use of waterbodies of the respective basin; (e) takes part in the elaboration of water management balance; (f) issues, suspends, renews and re-issues of authorization for special water management; (g) exercising control over unauthorized use of water resources; and (h) exercises control over quantitative and qualitative conditions of waterbodies and water use regime.
