Abstract
This Order validates a set of administrative data collection forms related to plant protection, plant quarantine, and pedigree livestock breeding. It establishes six standardized reporting forms for territorial agricultural inspection bodies. These forms are intended to support official monitoring, enforcement, and statistical reporting activities in the agricultural sector and are submitted electronically to the Committee of State Inspection in the Agro-Industrial Complex.
The majority of the approved forms concern plant quarantine and plant protection activities. They include: a monthly report on quarantine-related compliance orders issued; a monthly report on violations detected during the import of regulated plant products by country; a monthly report on administrative fines in the plant quarantine sphere; a daily report on treatments conducted against quarantine pests, weeds, and diseases; and a weekly report on compliance with plant protection legislation. These forms collect detailed information on inspections, violations, phytosanitary non-compliance, quarantine pests, enforcement measures, court actions, fines, treated areas, and implementation of corrective orders. The document also provides detailed instructions, reporting deadlines, validation rules, and control ratios to ensure consistency and accuracy of submitted data.
The sixth form addresses pedigree livestock breeding oversight. It requires territorial inspections to submit a monthly consolidated report on inspections of breeding livestock entities and measures taken against violators of the acting legislation. The form records planned and unplanned inspections, preventive controls, notifications received from individuals and legal entities, joint inspections with breeding associations, monitoring results from information systems, recommendations issued, implementation rates, and administrative penalties. The order also introduces a mandatory inspection journal for preventive control activities, prescribing recordkeeping requirements, reporting formats, and retention rules for inspection documentation.
