Order No. 137 of the acting Minister of Ecology and Natural Resources validating the Regulation on management of wild flora.

The provisions of these Rules do not apply to: (a) agricultural plants; and (b) plants growing on personal plots, plots for private farming, gardening, summer cottage construction and vegetable gardening. The following types of use of flora are allowed on the territory of the Republic of Kazakhstan: (a) for general use: use of flora for personal and household use; use of flora for research, educational, cultural, educational, health, recreational, aesthetic, tourist purposes; (b) for special use: use of flora for livestock needs; use of flora for pharmaceutical, food and technical needs. The general use of the flora is free of charge and without relevant permissions. Special use of flora is charged. The use of flora for personal and household use is carried out by natural persons for the purpose of collecting wild fruits, nuts, mushrooms, berries, medicinal raw materials and other plant resources, with the exception of rare and endangered plant species. Limits on the use of plant resources are established in relation to the rational use thereof. Procurement (collection) of wild medicinal plants for pharmaceutical needs is carried out with the consideration of the preservation of their populations and communities, and also their places of growth.
