Abstract
This Order validates the Rules for organizing the work of internal affairs bodies in participating in environmental protection activities. The Rules establish the framework through which police authorities participate in environmental protection measures, coordinate with state agencies, and contribute to the prevention, detection, and suppression of environmental offences. Overall responsibility is assigned to police leadership at national, regional, and local levels, while environmental police units form a unified system of coordination and control under the Ministry of Internal Affairs.
The Rules define the key tasks and powers of internal affairs bodies in environmental protection. These include cooperating with environmental authorities, supporting state control and supervision over environmental and natural resource protection, conducting preventive and enforcement operations, investigating environmental administrative and criminal offences, carrying out operational-search activities, and organizing raids to detect violations of environmental legislation. Environmental police officers are tasked with monitoring compliance in areas such as wildlife, forestry, fisheries, and natural resource use, verifying permits and licences, collecting evidence, conducting inspections, and coordinating with investigative and law-enforcement units. The document also specifies the use of government information systems and provides for specialized equipment, vehicles, communications tools, drones, and other resources necessary for environmental policing.
The Rules further regulate the structure and operation of environmental police units at both regional and local levels. The Administrative Police Committee of the Ministry oversees policy implementation, inspections, performance monitoring, planning, and methodological guidance. Regional and local environmental police units are responsible for maintaining analytical records, conducting environmental enforcement campaigns, gathering information on environmental crime trends, coordinating interagency activities, and reporting violations. Special attention is given to maintaining databases on forestry enterprises, wildlife facilities, fisheries, protected areas, and natural resource users. The document also introduces standardized reporting forms and requires specialized training for heads of environmental police units before appointment.
