Abstract
This Technical Regulation "Requirements for the safety of fertilizers" applies to mineral, organomineral, organic fertilizers and soil-improving substances, as well as to processes of their life cycle. The risks associated with fertilizers are due to the following hazardous factors, for mineral fertilizers: (a) flammability; (b) oxidizing effect; (c) corrosive effects; (c) toxicity; (d) eye damage; (e) skin corrosion; (f) irritation of eyes and skin; (f) danger to the aquatic environment; (g) danger to the air environment and soil; (h) radioactive radiation (for phosphorus fertilizers and soil improving substances); for organic and organomineral fertilizers: (a) bacteriological; (b) parasitological; and (c) entomological. For identification of fertilizers shall be used: (a) safety certificates; (b) agreements and supply contracts; and (c) information provided in the fertilizer labelling. Fertilizers are released into circulation on the national market if they comply with this Technical Regulation. Before releasing fertilizers (except organic) into circulation on the national market, manufacturer, person authorized by the manufacturer, the importer accompanies them with safety certificate. The safety of fertilizers is ensured by the manufacturer's, person authorized by manufacturer, importer’s compliance with this Technical Regulation, including mandatory indication in the safety certificate of the information on the toxicity and hazard class of the fertilizer (with the exception of organic ones). Fertilizers must be stored in special enclosed areas (warehouses), containers (silos, storage facilities). It is allowed to store fertilizers, packed in soft containers, in open areas with hard surfaces and under a canopy. During storage, must be ensured the safety of fertilizers (their quantity and quality) and shall be avoided risks of harm to the environment.
