Abstract
This Order establishes the procedure for the performance of multifactor inspection of hydraulic structures and major equipment of I, II, III and IV classes and equipment that pose a high risk in emergency situations that have been in operation for 5 years or more, regardless of their forms of ownership. The main tasks of multifactor inspection of hydraulic structures and major equipment shall be as follows: (a) assessment of the condition and safety of waterworks and major equipment, nodes and complexes, forecasting their changes in time; (b) identification of deviations from design solutions, damages, defects and changes in physical-mechanical properties of materials that may cause accidents of structures; (c) identification of dangerous changes in filtration, movement, displacement and settlement, stress levels in the system "structure - foundation"; (d) analysis and evaluation of adequacy of measures taken and/or being taken to prevent emergency situations; (e) development of a program to improve waterworks safety; (f) evaluation of adequacy of the established waterworks safety criteria and frequency of their measurements; and (g) evaluation of waterworks stability.
