Order No. 4-4/263 of the Minister of Agriculture validating the Regulation on the performance by the officials of the bodies of state revenue authority of state quarantine phytosanitary control in automobile check points through customs border of the Customs Union, except for laboratory examination, and also interaction of the authorized body on quarantine of plants and bodies of the state revenue authority.

This Order establishes the procedure for the performance by the officials of the bodies of state revenue authority of state quarantine phytosanitary control in automobile check points through customs border of the Customs Union, except for laboratory examination, and also interaction of the authorized body on quarantine of plants and bodies of the state revenue authority. Each lot of regulated products imported on customs territory of the Customs Union, included in the List of regulated products (regulated cargo, regulated materials, regulated commodities), subject to quarantine phytosanitary control (supervision) on customs border of the Customs Union and customs territory of the Customs Union, validated by the Decision of the Customs Union, shall be subject to quarantine control. In the automobile checkpoints located on the state border of the Republic of Kazakhstan, which coincides with the customs border of the Customs Union, shall be performed primary quarantine phytosanitary control. Primary quarantine phytosanitary control of imported commodities envisages performance of the following control actions: (a) documentary check; (b) inspection of vehicles; (c) inspection and (or) examination of regulated products - concerning regulated products of high phytosanitary risk; (d) inspection of regulated products - after disinfection of regulated products, if the decision on disinfection of regulated products has been made by the official of body of the state revenue authority by results of inspection or examination.
