Order No. 4-Ө of the Ministry of Water Resources and Irrigation validating the Regulation on the Water Management Committee subordinated to the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan.

The National State Institution Water Management Committee of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan is an agency within the competence of the Ministry of Water Resources and Irrigation, carrying out strategic, regulatory, implementation and control functions in the field of use and protection of the water fund. The task of the Committee is to ensure coordination related to the implementation of state policies, implementation of strategic, regulatory, implementation, control and supervisory functions in the field of water resources management. The Committee performs the following functions: (a) exercises state control over compliance with the requirement of the regime of economic activities in water protection zones and strips within its competencies; (b) develops schemes for the integrated use and protection of water resources according to basins of the main rivers and other waterbodies on the national territory; (c) develops safety criteria for water management systems and structures, rules for determining safety criteria for water management systems and structures; (d) coordinates specific standards for water consumption and wastewater disposal; (e) develops a methodology for developing specific water consumption standards and drainage; (f) develops standard rules for general water use; (g) develops an application form for obtaining permission for special water use and permit form for special water use; (h) determines the procedure for leasing and trust management of water management structures; (i) determines the procedure for ensuring the safety of water management systems and structures; (j) determines the procedure for allotment of waterbodies to separate or joint use on a competitive basis; and (k) develops a procedure for approving the location of enterprises and other structures, as well as conditions for construction and other work on waterbodies, water protection zones and strips.
