Order No. 443 of the acting Minister of Agriculture validating the Regulation for microcredit in rural areas and small towns.

Applicants for microcredits as part of project scaling to increase the income of the rural population are natural persons and legal entities of rural settlements (regardless of their administrative subordination) and small towns: (a) unemployed; (b) persons independently carrying out production activities (sale) of goods, performance of work and provision of services for the purpose of generating income without state registration as an individual entrepreneur, and (or) inactive individual entrepreneurs; (c) persons carrying out unpaid activities in family enterprises; (d) persons independently carrying out production activities in personal subsidiary plots for sale (exchange), with incomes below living wage; (e) agricultural cooperatives; and (f) startups and existing individual entrepreneurs. Local executive body of the region, performing functions in the field of agriculture determines priority areas of microcredit projects of every rural settlement and every small town. At the same time, it is allowed to allocate no more than 50 (fifty) percent of the funds allocated for the program to microcredit projects for the purchase of farm animals. Microcredits issued as part of scaling a project to increase the income of the rural population are provided through an attorney (agent).
