Order No. 460 of the Minister of on Investments and Development validating the Regulation on transportation of hazardous substances authorized for transportation by motor vehicles on the national territory.

This Order shall be applicable to all natural and legal persons whose activities are related to transportation of hazardous substances by motor vehicles. Hazardous cargo shall be considered any substances, materials, products, non-domestic and other waste, which by virtue of their inherent properties can cause explosion, fire or damage to equipment, devices, buildings and constructions, as well as the death, injury and illness of people, animals, inflict damage to natural environment during transportation, loading and unloading operations and storage. Transportation of hazardous cargo on the national territory shall require availability of specially equipped motor vehicles and issuance of authorization by a competent authority. Transportation of hazardous cargo shall be regulated by contract that must contain the following data: (a) special measures for vehicle treatment; (b) close support (if required); (c) provision of drivers with personal protective equipment; (d) provision with elements of the information system on danger and of neutralizing a dangerous cargo; and (e) in case of transportation of hazardous cargo of class 7 hazardousness, on the procedure of mutual information of the consignor (consignee) and the carrier about the exact name and the number of shipments, as well as the time of departure (estimated delivery time) and receipt of cargo data. A special permit is issued for one or more identical transportations, as well as for the consignment of hazardous cargo transported along the established route, for one year.
