Order No. 5-Ө of the Ministry of Ecology, Geology and Natural Resources validating the Regulation on the Fishery Committee subordinated to the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan.

This Order validates the Regulation on the Fishery Committee subordinated to the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan", which is an agency within the competence of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, performing strategic, regulatory, implementation and control functions in the field of protection, reproduction and use of fish resources and other aquatic animals entrusted to it by the Constitution, laws, and other normative legal acts of the Republic of Kazakhstan and these Regulations. Fishery Committee shall perform the following functions: (a) inter-sectoral coordination of activities of state bodies in the field of fishery management; (b) implementation of state policy in fishery sector; (c) carries out proceedings on cases of administrative offenses within the competence established by the laws of the Republic of Kazakhstan; (d) issues permits for import into the territory of Kazakhstan and export and re-export therefrom of wild fauna species covered by Convention on International Trade in Endangered Species of Wild Fauna and Flora; (e) carries out and (or) organizes catch for the purpose of introduction, reintroduction and control purposes; (f) issues permits for introduction, reintroduction and hybridization of fishes for reproductive purposes and/or sites, and performance of control fishing; (g) organizes of accounting and registration of fish resources; (h) implements state policy in the field of fishery management; (i) performs inspection of waterworks; (j) checks the activities of users of wildlife in order to determine compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of protection on reproduction and use of fish resources and other aquatic animals; (k) carries out state control and supervision in the field of fishery management; (l) carries out state control and supervision over the compliance with fishing rules; (m) carries out state control and supervision over the compliance with the established restrictions and prohibitions on the use of wildlife; (n) coordination of biological substantiation of fishery amelioration on the assigned fishery reservoir and (or) plot, annual adjustment of the data on the fishery stock of fish resources and other aquatic animals performed by users of wildlife under the special management of the aforesaid resources; (o) coordinates authorization of navigation of vessels; (p) concludes fishery contracts; and (q) performs reallotment of fishery waterbodies and (or) plots thereof of international, national and local significance.
